James L. Turner Group Executive and Chief Commercial Officer – U.S. Franchised Electric and Gas

Jim Turner is group executive and chief commercial officer—U.S. Franchised Electric and Gas for Duke Energy. He leads U.S. Franchised Electric and Gas commercial functions, which includes the company’s regulated utility entities and their shared legal, finance, and rates and regulatory functions. He was named to his current position in April 2006.
Previously, Turner served as president of Cinergy Corp., responsible for all regulated operations provided by Cinergy’s three public utility operating companies: PSI Energy in Indiana, the Cincinnati Gas & Electric Company in Ohio and The Union Light Heat and Power Company in Kentucky. He was also responsible for the company’s corporate development and strategic planning activities. Previously, he served as executive vice president of Cinergy and chief financial officer with responsibility for the financial operations and strategic planning. Prior to that, Turner was chief executive officer of Cinergy’s regulated businesses unit.
Before joining Cinergy in 1995, Turner was employed as a principal in the Indianapolis law firm of Lewis & Kappes, P.C., representing industrial customers in state utility commission proceedings as well as before the Indiana General Assembly. Before joining Lewis & Kappes, Turner served as the Indiana Utility Consumer Counselor from 1991 to 1993, leading a state agency responsible for representing all classes of Indiana consumers of electricity, natural gas, telephone, water and sewer services. In 1992, he served on the Executive Committee of the National Association of State Utility Consumer Advocates. From 1984 to 1991, he was employed as an attorney in the Indianapolis law firm of Bingham Summers Welsh & Spilman (now Bingham McHale), where he was elected to partnership in 1990.
Turner serves on the board of directors of the National Association of Manufacturers. Active in his community, he also serves on the boards of the Cincinnati Museum Center and the Boys & Girls Club of Greater Cincinnati. He is a past member of the Ohio State Board of Education.
Turner received a bachelor of science degree from Ball State University in Muncie, Ind., and a juris doctor degree, cum laude, from the Indiana University School of Law in Indianapolis. He is a member of the Indiana bar. He also completed the Advanced Management Program at the Harvard Business School and the Center for Creative Leadership’s Leadership at the Peak program in Colorado Springs, Colo.
He and his wife, Leah, have two daughters and a son.
